The article describes the process of drafting out and adopting the law «Municipal Provisions» of 1870 in brief. The paper considers the process of its discussion during the eight years before the law was approved. The author characterizes the government's views of the electoral system, of the structure of the municipal government, their main functions.






COGNITIVE AND PSYCHOPHYSIOLOGICAL PROCESS STABILIZATION AS A RESULT OF AUTOGENOUS TRAINING CLASSES

The authors studied the influence of autogenic training sessions on cognitive and physiological processes of male workers. They found out that autogenic training exercises stimulate voluntary attention and stress resistance, they also stabilize emotional state.

STRUCTURE AND POPULATION CONDITION OF THE Middle Volga SPECIES OF HEDYSARUM L. (FABACEAE)
Abstract
The article describes the life form, ontomorphogenesis, polyvariety of individual development, the duration of the large life cycle, ontogenetic population structure in the nature, fluctuation type of population dynamics, life strategy, state of the following populations: big-flowered tick trefoil ( Hedysarum grandiflorum Pall.), Razumovskiy tick trefoil ( H. razoumovianum Fisch. et Helm) and Gmelin tick trefoil ( H. gmelinii Ledeb). What mainly influences the steppe plant communities and, therefore, cenopopulations of these species is territory isolation, cattle grazing and driving, steppe fires, chalk and limestone open-pitting, mowing and recreation.



RAILWAY TRANSPORT AS THE SOURCE OF HEAVY METAL POLLUTION OF CULTIVATED AREAS
Abstract
The paper dwells upon the issues of cultivated areas pollution - with heavy metals in particular - in the railway neighborhood. It identifies the main pollutants and principles of their standardization. Ways of pollution reduction are suggested. The author also highlights the sustainability of some crops in the aspect of heavy metal content in them.






B.A. SADOVSKOY ABOUT WORKS BY G.R. DERZHAVIN (AS EXEMPLIFIED IN THE COLLECTION OF ARTICLES “RUSSIAN KAMENA”)
Abstract
The present paper analyzes B.A. Sadovskoy’s article “Russian Kamena” dedicated to G.R. Derzhavin. It is pointed out that B.A. Sadovskoy’s article is presented in a form of polemics with A.S. Pushkin about G.R. Derzhavin’s role in the development of Russian poetry. It is noted that B.A. Sadovskoy sees G.R. Derzhavin as A.S. Pushkin’s predecessor and names poetic form, humour and description as artistic merits of his poetry. Special features of B.A. Sadovskoy’s style as a literary critic are also defined.

FRACTAL ORGANIZATION OF THE ANIMAL AND MAN BRAIN NUCLEI
Abstract
The article presents the fractal cluster analysis of the ventromedialis and lateralis hypothalamus nuclei in hypothalamus of the cat and man brain. It proves that the clusters of the brain nuclei of both cat and man are monofractals with different fractal dimensions. The nuclei themselves are multifractals. Estimating the fractal dimensions of the clusters mentioned above results in identifying their structural similarities and differences.



THE MONGOLIAN GERBIL AS AN OBJECT OF GENETIC STUDIES AT THE UNIVERSITY

The article considers the possibility of developing university students’ special genetic competences while going into the Mongolian Gerbil’s fur coloration heritage. It gives the examples of interbreeding schemes of the certain phenotype animals, the analysis of genotypes through the polyhybrid interbreeding with the help of Microsoft Office Excel, the tasks on the Mongolian Gerbils’ genetics.

REGIONAL STUDIES IN TEACHING LITERATURE
Abstract
Nowadays one of the most important methods of teaching literature is a culturological approach. Today teaching literature faces some difficulties because of social processes in the society. The article aims at identifying ways of appealing to regional studies and therefore making teaching literature more effective. The research of literary texts perception by 5-11 th year Orenburg students was held. It was based on literature and regional studies tests results of the students. So a method of step-by-step combining regional studies and literature was developed. Herein such criteria were considered as students’ age, grade, type of school and teachers’ qualification in regional studies. The article highlights objectives and ways of introducing regional studies in the educational process according to the student-reader evolution theory by V.G. Marantsman. The author displays types of classes that is of practical importance for a philology teacher.



Excursion to a zoology museum as a means of Students’ health and safety awareness raising
